THE COLLEGE OF AGRICULTURAL SCIENCES AND NATURAL RESOURCES

 

STUDENT COUNCIL

 

OF

 THE UNIVERSITY OF TENNESSEE, KNOXVILLE

PREAMBLE

The undergraduate students of the College of Agricultural Sciences and Natural Resources (CASNR) at The University of Tennessee, Knoxville (UTK) in order to further the best interests of the College; to unite and strengthen the efforts of the students of the College; to maintain and support all student activities of the College; to provide improved relationships between students, faculty and administration; and to conduct such business as may come before the agricultural student body, do hereby organize the College of Agricultural Sciences and Natural Resources Student Council of The University of Tennessee, Knoxville. 

 

Article II.  GOVERNMENT

Section 1.  Council shall be composed of the officers, College Undergraduate Advisory Council representatives, Student and Faculty Awards chairperson, the CASNR student representatives to the Open House Coordinator, UTK SGA Representatives who are CASNR students, CASNR Public Relations Coordinator, two faculty advisors appointed by the Executive Committee in consultation with the Dean or Associate Dean of CASNR, and one representative of each professional organization recognized by the CASNR. The Council student members shall be currently enrolled in baccalaureate degree programs of the CASNR.

 

Section 2.  Officers of Council shall be President, Vice President and Secretary,

Section 3.  The Executive Committee of Council shall consist of the Council Officers plus two elected at large representatives from the Council. A faculty advisor will serve as an ex officio member of the Executive Committee.

Section 4.  Council shall meet monthly or as often as deemed necessary by the Council or as called by the President.

Section 5.  Members of Council or their proxy shall be required to attend all meetings. For any absence to be excused, an explanation must be given to the Secretary or the President before the meeting.  After two unexcused absences by a member, or their proxy, that member and the group that person represents shall be notified of the absences by the Secretary. After the third unexcused absence, expulsion shall be automatic, and the Secretary will contact the organization concerned and a new member shall be appointed by that group.

 

Section 6.  A quorum shall consist of 10 members and one adviser. Each student member and faculty advisor member will have one vote. A voting member may not hold a proxy vote.

 

 

Article III.  DUTIES OF OFFICERS AND APPOINTED COMMITTEE CHAIRPERSONS

Section 1.  It shall be the duty of the President to preside at all meetings of Council, sign Council documents drawn by the Secretary or other Council members, call special meetings of Council, and call meetings of and preside at Executive Council. In addition, the President will be a representative to the Ag Alumni Advisory Board and perform other duties that are necessary as a representative of the College and/or the functioning of Council.

 

Section 2.  It shall be the duty of the Vice President to assume the duties of the President in the absence of or at the request of the President. The Vice President shall be responsible for planning the Council Retreat.

 

Section 3.  It shall be the duty of the Secretary to keep the minutes of Council, to make minutes of the Council available to CASNR students and others deemed necessary, to notify Council members of unexcused absences, and perform other such duties as the office of Secretary might require or are assigned.

 

Section 4.  The Open House Coordinator shall work cooperatively with the CASNR Program Coordinator for Recruitment on CASNR Open House activities. The person shall appoint committees as may be deemed necessary to assist in promoting the event and see that the duties are carried out.  The Executive Committee may appoint co-coordinators.

 

Section 5.  It shall be the responsibility of the Newsletter Editor(s) to inform the Ag Campus of up‑coming events and activities sponsored by and involving Council. A newsletter, “The CASNR Report,” is the primary tool used for the information transfer. The editor(s) are responsible for gathering and editing news for the CASNR Report and assisting the Office of the Dean in production and distribution of the CASNR Report. The Office of the Dean will complete layout and production of the newsletter.

 

Section 6.  The College Undergraduate Council (CUC) representatives will hold voting membership on the CUC to consider course and curriculum matters as well as policies affecting the undergraduate program of the CASNR. Reports shall be made to the Council following each meeting of the CUC.

Section 7.  The Student and Faculty Awards chairperson will coordinate the selection process for student and faculty awards presented by the Council. Selection committees will be appointed by the chairperson as deemed appropriate. The Student and Faculty Awards Chairperson serves as master of ceremonies for the annual CASNR Scholarship and Awards Banquet held generally on the first Tuesday in April.

 

Section 8.  The Public Relations Coordinator will coordinate media coverage of activities on the Agricultural Campus.  Specifically the coordinator will be the official liaison between CASNR and campus  and local media sources and with UTIA Marketing and Communications Services.

 

Article IV.  REPRESENTATIVES TO COUNCIL

 

Section 1.  It shall be the duty of all representatives to Council to present input from their particular professional organization to help conduct the business and fulfill responsibilities of the Council, and to communicate actions of the Council back to their respective groups.

Section 2.  Representatives to Council from agriculture and natural resources organizations shall be students that are elected by their organization and shall hold the office of Council Representative within that organization.

Section 3.  UTK SGA Representatives shall keep Council up‑to‑date on UTK SGA and other university actions and decisions that affect the College.

Section 4.  Council representatives on CASNR faculty committees shall report to Council after meetings of their committees.

Section 5.  Committee chairpersons shall report to Council regularly on their committee activities.

Section 6.  Organizations desiring membership on  the CASNR Student Council must present an organization-approved constitution and letter of intent to the Council President. Membership to the Council will be contingent upon 2/3 approval of Council membership voting. Once approved, a representative to Council from the organization shall be seated.

 

Section 7. All student organizations sponsored by CASNR must be registered with the Dean of Students.

 

 

Article V.  ELECTION OF OFFICERS AND EXECUTIVE COMMITTEE

REPRESENTATIVES

Section 1.  Elected positions include President, Vice President, Secretary and two at large Executive Committee representatives.

Section 2.  Students eligible for candidacy for a Council office or an at large Executive Committee position must be enrolled in at least their second semester in the CASNR, have a minimum of a 2.0 resident grade point average, and be an elected representative of a Council member organization. Candidates must also have at least one year of school remaining at UTK.

Section 3.  Members of the Council shall nominate and vote for elected positions at the last meeting of the Council. Council members eligible to vote will be those members elected to serve for the upcoming academic year. Positions will be elected in the order of: President, Vice President, Secretary and Executive Committee. Students elected to the officer and at large positions must represent at least three (3) different academic majors (see the list of majors as they appear in the CASNR section of the current undergraduate catalog). Voting will be by secret ballot. The election will be conducted by the outgoing President with ballots counted by a committee of two students and one advisor appointed by the outgoing President. A majority vote will be necessary for election.

 

Section 4.  Officers and at large Executive Council representatives shall be elected to a one‑year term beginning with the meeting following election. If any elected position becomes vacant Council shall elect a replacement at the meeting immediately following the vacancy occurring. Replacements must qualify according to provisions of the Constitution.

 

Article. VI.  APPOINTED POSITIONS

Section 1.  Appointed positions on the Council shall be the Newsletter Editor(s), the College Undergraduate Council Representative (2 positions), the Open House Coordinator(s), the Public Relations Coordinator, and the Student‑Faculty Awards Chairperson.

Section 2.  Students interested in an appointed position will submit an application. The application will be due  the first Monday after the Council officer elections.

Section 3.  The newly elected Executive Committee will review applications, and select the persons to be appointed.

 Article VII.  ADVISORS

 

Faculty advisors to the CASNR Student Council will be selected by the Executive Committee in consultation with the CASNR Dean or Associate Dean.  Advisor terms of service will be for a period of two years and appointments will occur such that advisors rotate off in alternate years.  Advisors can serve consecutive terms.

 

 Article VIII.  AMENDMENT

 Section 1.  This Constitution may be amended and ratified by a two‑thirds vote of the membership present at a scheduled meeting of the Council provided that a quorum is present and such amendments have been properly presented at the previous meeting of the Council.
